Question: Is a company who is selling a GPL'd program not breaching the GPL by not offering it on the Internet?
Answer:
No, because the GPL does not prescribe the means of distribution at all, and thus does not require anybody to use the Internet for this.
Additionally, nobody is forced to offer the program at all, and even if somebody decides to distribute a GPL'd program, he/she is (usually) not forced to give a copy to you or any other person.
The GPL only requests that everybody is free to distribute a copy of the GPL'd program he/she has, if he/she wants to. As soon as the author of the program gives a copy of it to somebody else, the recipient is free to further distribute the program to whoever he/she wants.
