I would put that first test of phpCMS before the configuration of the stealth mode. The first test should then performed without the stealth mode. Otherways users won't know if the reason for occuring probles is the phpCMS configuration or the apache configuration for the stealth mode.
Then, after the stealth mode was configured, a second test should be made to see if phpCMS finally works in stealth mode as well.
